In alignment with the J&K Government's goal of eradicating corruption, Chief Secretary Dr. Arun Kumar Mehta unveiled the J&K Regular Departmental Action (RDA) portal. This portal, a collaborative effort between the General Administration Department and Kashmir University, aims to streamline and oversee disciplinary actions against employees. The launch event saw the presence of Sanjeev Verma, Commissioner Secretary of the General Administration Department, and other senior officials from the J&K Government.
The RDA portal will empower authorities to track and expedite the resolution of RDAs within specified timeframes. Furthermore, it will prevent any loss of data related to disciplinary proceedings. To adhere to the designated timelines for RDA completion, the portal features alert mechanisms to notify delays in necessary steps of disciplinary procedures. This strategic feature ensures that wrongdoings are appropriately addressed, serving as a deterrent. The motivation behind the portal stemmed from the observation that certain RDAs had extended over a decade without conclusion, with cases of employees retiring while their RDAs remained unresolved despite the stipulated one-year completion period. Additionally, this initiative aims to counter complaints of collusion among employees to neglect their RDAs.
This endeavor builds upon previous anti-corruption measures, such as the Budget Estimation, Allocation and Monitoring System (BEAMS), UMANG (Unified Mobile Application for New-age Governance) initiative - Aapka Mobile-Hamara Daftar, Rapid Assessment System (RAS), e-Office, J&K Employees Performance Monitoring Portal (EPM), adoption of e-tendering, AA/TS & JKPaysys systems, PROOF app, JANBAGHIDARI, Digital Payment, e-stamping, e-GRAS, Electronic Vigilance Clearance System, Aapki Zameen Aapki Nigrani, Property Return System, and Auto Appeal System (AAS). These measures collectively ushered in an era of corruption-free, transparent, and accountable governance.
During the launch, Dr. Mehta instructed the General Administration Department to ensure that the portal is equipped with necessary resources such as sample templates, training videos, orders, circulars, and CVC guidelines. These resources would serve as guides to facilitate the time-bound completion of disciplinary proceedings in a user-friendly manner. Dr. Mehta emphasized that the portal is designed to support employees, facilitating the prompt resolution of RDAs and ensuring that innocent employees are not subjected to harassment. He also directed all departments to upload the legacy data of existing disciplinary proceedings onto the portal within one month. The General Administration Department will conduct a Capacity Building Programme for all departments to familiarize them with the portal's functionalities.
